ODPEM staff reportedly demoralised, hurt after PM’s comments which they say undervalue their work amid Hurricane Melissa crisis

Staff members at the Office of Disaster Preparedness and Emergency Management (ODPEM) are reportedly demoralised and hurt, following comments by the Prime Minister, which they believe undervalue their work, amid the Hurricane Melissa crisis.

The Jamaica Civil Service Association (JCSA) expressed concern about Dr Andrew Holness’ comments regarding the “inability to attract top talent” and alleged “sub-optimal” performance at ODPEM.

In a statement, the union noted that at a time when Jamaica is still reeling from the devastation caused by the hurricane, such remarks are deeply unfortunate and disheartening to the thousands of dedicated public officers, who have been working tirelessly to restore normality, often under immense personal and professional strain.

President Techa Clarke Griffiths said the union received numerous expressions of concern and distress from ODPEM staff members who feel aggrieved by the Prime Minister’s statement.

She said many of them conveyed their disappointment that, despite their extraordinary sacrifices and unwavering service during a national crisis, their commitment appears to have been undervalued.

She noted these same public servants, many of whom have lost their homes and have faced personal hardship, continue to report for duty.

Griffiths said the ODPEM staff continue to serve, despite the merger of duties, the strain of limited resources and the reality of uncompetitive salaries.

She said their motivation has not been money, but service to country, a value that must be respected and upheld.

The JCSA President said while the union acknowledges challenges related to talent retention and compensation reform across the public sector, it rejects any narrative that diminishes the value of workers or their collective contribution.

She again called for fair and competitive compensation, respectful dialogue, and a renewed commitment to valuing those who serve.

She said the path to a stronger, more resilient Jamaica lies not in criticism, but in partnership and appreciation for those who work every day to keep the nation moving forward.
