Finance Minister Fayval Williams assures that due process was followed in selection of Dennis Chung as Chief Technical Director of FID

Finance Minister Fayval Williams is assuring that due process was followed in the selection of Dennis Chung as Chief Technical Director, of the Financial Investigations Division, (FID).

Her statement comes after the opposition People’s National Party, PNP gave the government, 72 hours to rescind Mr. Chung’s appointment which is set to take effect next Monday June 2.

The PNP said the appointment is a conflict of interest, as Mr. Chung has made public pronouncements on cases which are being investigated by the FID, including one relating to the statutory declarations of Prime Minister Dr. Andrew Holness.

The Jamaica Accountability Meter Portal, (JAMP), also called for the ministry to clarify the selection process and criteria used to appoint Mr. Chung.

It said while Mr. Chung is a qualified chartered accountant, there is no known indication of prior experience in, complex forensic investigations, and managing law enforcement or financial crime teams, among other things.

In a release today, Mrs. Williams said that characterizing Mr. Chung as “Just an accountant” demonstrates ignorance as it pertains to the competency and skill-set required for the position.

She said those questioning should do a search that will indicate that to become the head of a financial investigation division, one will need a strong combination of education, experience, and skills.

The minister said typically, this involves a bachelor’s degree in a relevant field like accounting, finance, law, or a related area, along with at least seven to ten years of experience in areas like auditing, financial analysis, or investigations.”

She said Mr. Chung possesses ample relevant education, experience and skills for this position.

Mrs. Williams assured that the selection process was transparent, outlining that the position was advertised, candidates were shortlisted and interviewed and that Mr. Dennis Chung came out successful.

She stressed that her ministry stands firmly behind Mr. Chung’s selection on the basis that due process was observed.

She sought to dismiss a proposal for the government to insert itself into the process by over-turning the recommendation of the Public Services Commission (PSC).

The minister said such a proposal for the government to insert itself into a meritorious process which included advertisement and interviews, and was conducted by the PSC, is reckless and dangerous and is a path which Jamaica should avoid.

Meantime, information minister Dr. Dana Morris Dixon also expressed confidence in the selection of Chung.
