The Integrity Commission report on Member of Parliament for North Western Manchester, Mikael Phillips, which was leaked to the media last week, was tabled in parliament today.

The report concerned the late submission of Phillips’ 2022 statutory declaration to the commission, which contravenes section 43 of the Integrity Commission Act.

The commission notes that Mr. Phillips having provided no reasonable cause for his failure to submit the declarations, was given an opportunity to discharge liability by paying a fixed penalty and submitting the outstanding declaration.

It says Mr. Phillips only complied with the latter obligation, therefore, he failed to discharge his liability consistent with the Integrity Commission Act.

The Director of Investigations therefore recommended that this report be referred to the Director of Corruption Prosecution for consideration.

The Director of Corruption Prosecution said Mr. Phillips is to be charged for the offence of failure, without reasonable cause, to submit his statutory declaration for the period ending December 31, 2022, contrary to section 43 of the Integrity Commission Act.

Meanwhile, Mr. Phillips in a statement at the weekend confirmed the late submission of the documents but said the late-filing penalty of $250,000, was paid.
