Cuthbert-Flynn pledges to ensure penal facilities for juveniles have tools for rehabilitation
State Minister in the Ministry of National Security Juliet Cuthbert-Flynn has pledged to ensure that penal facilities for juveniles have the necessary tools with which to rehabilitate offenders.
Speaking at a tour of the Rio Cobre Juvenile Correctional Centre in St. Catherine on Monday, Mrs. Cuthbert-Flynn said more collaboration will help in reducing the re-offending rate among juveniles.
The re-offending rate among juveniles is about 40-percent.
The state minister noted that working with parents will help strengthen homes.
She underscored her commitment to ensuring that the juvenile centres are adequately equipped to prevent re-offending.
