Police High Command orders detention of 2 officers involved in Sunday’s triple fatal shooting in Kingston

The Police High Command has instructed that two policemen involved in Sunday’s fatal shooting of three males, including a 17-year-old, along Windward Road in Kingston are to be detained.   

The lawmen are being probed by the Independent Commission of Investigations, INDECOM in relation to the deaths of 17-year-old labourer Oshane Stubbs, 19-year-old delivery man Kayshawn Smith and 19-year-old car washer, Avando Campbell, all from Kingston 2.

A report from the policemen claimed that on the morning of November 10, while on patrol they encountered a group of males along Windward Road. 

During the encounter, gunfire was exchanged, resulting in the deaths of  Stubbs, Smith and Campbell. 

One officer reportedly sustained a non-life-threatening injury and two illegal firearms were allegedly recovered from the scene.

In a statement this morning, the Police High Command said it has instructed that the 2 policemen who are attached to the Kingston East Division be detained while INDECOM continues its probe.

It assured of its commitment to support thorough and impartial investigations carried out by INDECOM, ensuring that the ends of justice are served.

The High Command also reiterated its full support of members who act within the law in the execution of their duties and its commitment to the principle of accountability. 

It said it will continue to cooperate fully with the relevant oversight bodies in this and all other such matters.

Meanwhile, INDECOM says significant evidence uncovered during its early probe into Sunday’s triple fatal shooting, led to the commission seeking the Jamaica Constabulary Force’s assistance.

A 17-year-old and two 19-year-old males were killed in the incident.

The JCF said the 2 policemen involved will be detained.

In a statement this morning, INDECOM said the police officers reported that two firearms were allegedly recovered during the incident. 

It said no body-worn camera was issued or used by the police officers.

While noting that it has primary investigative responsibility for this incident, INDECOM said it sought assistance from the JCF.

It said under the law, INDECOM is required to engage the JCF to effect any arrest of any law enforcement officer or agent of the state.

According to the commission, on Tuesday November 12, it wrote formally to the JCF requesting the arrest and detention of the two members involved in the incident.

The JCF advised INDECOM yesterday that the request was completed.

INDECOM said the two officers will be detained pending a judges’ rule interview by its investigators.
