Minister of National Security Dr. Horace Chang has reaffirmed the Government’s commitment to combating extortion, describing the practice as a major threat to Jamaica’s economic growth, investment climate and national development.
Dr. Chang made the remarks while delivering the keynote address at the official opening of the Kemtek Development and Construction Limited Corporate Headquarters building, in Kingston, yesterday.
Kemtek Development and Construction Limited is a Jamaican-owned and operated construction firm.
Its new Constant Spring location will serve as a multi-use commercial and corporate building.
The Minister highlighted the critical role of the private sector in building resilient communities and driving sustainable economic growth.
Emphasising the importance of strong public-private partnerships, the Minister warned that criminals who seek to disrupt legitimate business activities through extortion and other unlawful acts will continue to face decisive action from the security force.
Dr. Chang pointed out that the Government remains firm in its position against extortion in the construction industry.
He said that when development is unplanned, communities become harder to serve, harder to police and ultimately more vulnerable to criminal exploitation.
The Minister said responsible developers do more than construct buildings; they create legitimate jobs and economic opportunities, particularly for young people, which helps to reduce the conditions that foster criminal activity.
