The Independent Commission of Investigations (INDECOM) received fourteen rulings from the Office of the Director of Public Prosecutions for charges to be laid against 16 members of the security forces and agents of the state, for the first half of the year.

The 14 cases were for alleged offences that occurred between 2020 and 2023.

INDECOM said to date, criminal prosecutions have been initiated in 10 of the 14 cases.

The 10 cases involve nine policemen, two members of the Department of Correctional Services (DCS) and one member of the Jamaica Defence Force .

The remaining four cases against three cops and a DCS officer are pending action from INDECOM and the Inspectorate and Professional Standards Oversight Bureau (IPROB) to progress the criminal proceedings.

INDECOM explains that the criminal offences for which the security force personnel have been charged include: murder, assaults, unlawful wounding and a road traffic infraction.

INDECOM states that two assault matters have been concluded and discharged of by the court.

The cases were sent to restorative justice for mediation and a compensation agreement over a five-month period was finalized in one matter and no order was made in the other.

INDECOM says it is concluding an analysis of all its cases, that have been placed before the court for the period January 2011 to December 2023.

This report will be presented in the commission’s third quarterly report for 2024 which will be submitted for tabling in the Houses of Parliament.
