Head of the St. Catherine North Police Senior Superintendent Hopton Nicholson, said they are likely to be charged with larceny by trick.
SSP Nicholson warned motorists, to only do traffic ticket transactions with legitimate officials from the court.
They are 5-year-old Rakeema Williams of Rocky Point, Clarendon, and 10-week-old Mateo Forbes of Top Hill, Manchester.
Rakeema is suspected to have drowned at her home on Sunday while Mateo died after an incident at his home on Tuesday.
