PM says advisory board not a board of governance, in response to concerns from Opposition about NaRRA
Prime Minister Dr. Andrew Holness has emphasised that an advisory board is not a board of governance.
He was responding to comments by Opposition Leader Mark Golding in Parliament yesterday, as he opened the debate on the National Reconstitution and Resilience Authority (NaRRA) Bill.
The Government withdrew the previous Bill and tabled a new one yesterday.
Golding expressed concern about how the narra will function.
Dr. Holness pointed out that advisory boards have members who are consulted by the head of an entity for guidance, especially on technical matters, while a governance board is responsible for oversight on matters relating to accountability, performance and policy implementation.
He said NaRRA will be an executive agency.
Golding countered that NaRRA is meant to be a statutory body.
Dr. Holness then pointed out that NaRRA will have oversight via the Jamaica Reconstruction and Resilience Oversight Committee (JAMRROC).
