A comprehensive review and reform of the Programme of Advancement Through Health and Education (PATH) are underway.

Social Security Minister Pearnel Charles Jr. provided the update in light of recent concern over his silence on the programme’s status.

It has been a year and a half since Mr. Charles Jr. announced a review of PATH.

In a release yesterday, the Minister explained that the review includes a technical examination of the existing Proxy-Means Testing (PMT) model, and an exploration of alternative or supplementary models of assessment.

He added that a Committee comprised of local and international experts has been established to guide the development of a more inclusive and relevant approach to beneficiary identification.

The minister also pointed to several PATH-related town hall meetings which were hosted across the island to gather tangible recommendations to strengthen the programme.

He also said a review of the appeals process is underway to enhance fairness, transparency, and speed in addressing cases, where unsuccessful applicants believe they have been unfairly assessed.

Mr. Charles Jr. said the PATH Reform Committee has been tasked with delivering a set of bold, yet practical recommendations by the end of this year.
