Correctional Services mourn the deaths of two employees in murder-suicide

The Correctional Services was rocked by the deaths of two employees, today (April 10).

A domestic dispute turned deadly, when Patrick Cowan shot his estranged wife – Roulene Clarke Cowan several times, before killing himself.

The incident occurred along Waltham Park Road in Kingston, about 7:10 this morning.

Mr. Cowan was assigned to Metcalfe Street Juvenile Remand Centre, and Mrs. Clarke Cowan, was employed at Fort Augusta Adult Correctional Centre.

Chairman of the Jamaica Federation of Corrections, Arlington Turner says the incident has left the department in mourning.

He says both Mr. and Mrs Cowan were known to him.

In the meantime, Mr. Turner in noting that the correctional officers operate under stressful circumstances, says he is concerned about their mental health.

He says the department must take the mental health of its employees more seriously.
